No it applies to No-Limit too. Stupid shit like that drags out play of the hand, like:
$100 pot, with a $4 river bet to call, and taking several seconds to think about it!
Player with $5 remaining bets the flop/turn for $4, other player just calls.
One player has $20 left, the other player bets $18.
At some point, just put the guy all-in because he's going there anyway so the rest of us can get to the next hand...
