I think you should either lead or c/r this flop. His UTG range is going to be fairly strong and we dont want any scare cards for him to kill our action on the turn if he does have a big hand. Secondly, if he just has overs then its unlikely we are going to be getting much more vvalue than his cbet.

Once the second 9 falls its going to be difficult to stack JJ+

As played I just lead turn and river slightly stronger.
