I've never seen it expressed this way, but these numbers make rough sense as compared to the player's stack(s) in NL. (It makes no sense compared to the percentage of the existing pot.)

With AA: you can raise up to 30% of your stacks, then push on the flop every time and be EV+.

With 22, you can call a raise up to 12% of your stacks then fold or push if you set it up, and be EV+.
