I don't think you're giving us quite enough info in the initial post.
You mention a "true goal" - what is it? Money, expertise, the ability to play at a higher level, or just to break even and have fun?
It's hard to advise you when we don't know much about what you play and why. I assume, since you've bust multiple times, you've been playing out of your bankroll - as everyone above says, this is the 1st thing to address. With $40, the only things you can play are $0.01/$0.02NL, or $1 SNGs.
But you don't mention whether you prefer cash or tourney play? I am assuming the latter, as you seem to want to head towards making MTTs your main game. In which case, SNGs are probably the way to go, and certainly they give you the most practice with the least risk.
But if you want to become a good poker player, then you'll need good post-flop skills too, so maybe cash games are the answer - there is also more opportunity to up your roll playing cash, by and large. We can't really tell how skilful you are; decent ABC poker should pwn the micro-stakes but if you're not sure about the fundamentals, reading and learning alongside playing will be essential to get away from any early bad habits.
Other advice of a more general nature; don't play when tired, angry or drunk; make sure you understand probability, and why bad beats are a good thing; make sure you recognise when you go on tilt, and are able to back off; don't play more tables than you're comfortable with, but equally, if you're finding one tabling too slow, try adding another.
