You're looking at a pot of 675 + 1860 = 2535 and you need to call 1460. So you're calling a little more than 2:1. 9Ts is 54% v's a random hand, but 35% v's a range of top 15% of hands. Then ICR comes into it, the fact that chips != $s. These steps have a very steep bubble cost, so I'd say its a fold.
