 Here is my thinking on this.  He took the picture before helping the kid out (if the kid was still alive to be helped).  That by itself should be enough.  But, if it's not, any way you look at it, he is attempting to exploit this situation and this child.  He is either doing it to sell the photo, or further his career, or even to inform the world of the plight of starving children.   
 
Even if it's the last one, it's still exploiting this child.  If he is attempting to help the starving children, perhaps he could start by helping this one instead of taking pictures of it.  There are also better ways to attract attention to the plight of starving children than to take pictures of them in situations like this.  This will only serve to horrify people and make them turn away, not make them help.   
 
sensationalist images like this only serve to draw attention and discourse away from the actual issues, and people who take them are dicks.
