No, he's absolutely correct. It's a ridiculous idea even by Hollywood's standards. It wasn't ruined by that bit in particular though - the whole movie sucks.
Wasn't the whole movie predicated on a ridiculous idea to begin with? 
Also, I will definitely vouch for enemy of the state. It's probably one of my favorite movies and I just picked it up the other day. Of course I saw it a long time ago as well because it was always on TV. It's kind of scary though when you consider the Patriot Act...
