having been a sort of an IRC geek and having had lengthy experience in channel moderation and the downparts of it (no, what you have here lads aren't problems... you can say you've got problems when after school one night four big lads surround you and take a whack at ya for a kickbanning), i'm gonna share my view on this

Basically, one op doesn't cut it because he can't be there 24/7. What should happen is the channel manager should select some responsible ops and set some ground rules (no kickbanning other ops -kicking is fine, it's often done as a joke-, no banning without a legitimate reason, etc). Any op not adhering to this rule gets a chance to explain. if said explanation is half decent, he gets one and only one more chance and then he's out.
the ranting/bad beats situation can be easily solved without actually banning anyone.
I'm not sure if it works the same as in undernet, but just banning someone, without kicking takes away their chat priviledges. OR, just set everyone with +v and +m the channel then -v said offender until he cools down.

I would have gladly offered my services, but as it is I hardly spend that much time online not actually engaged in other activities ( posting on forums/playing poker).
