No, you can't. You can't increase resolution. You can increase the size of the image, but definitely not without loss of clarity. You can't create more image detail than is available in the original image. You can increase the size of the existing pixels, but doing so doesn't magically create more pixel info that isn't there to begin with.
There are graphic design methods to increase the resoution of certain images (the above qualifies) without loss of clarity and without too many aliasing effects (using interpolation and other anti-aliasing algorithms, etc...). You can create more image detail than is available in the original image.
