Oh, I thought you formatted. This complicates things.
The only way you are gonna get your computer to work again properly is to format it.
That said, older copies of Norton Systemworks some of the time got me out of similar jams like this without having to reinstall. There was a utility called "Norton Windoctor" as part of the suite, it would delete erroneous entries in the registry etc.

Its not 100% sure it can help your specific situation, but it has helped me in the past with similar situations with rampant blue-screens, etc on WinXP.
Needless to say, I do not know where at present you will get a free alternative to this that can help you in this specific situation.
You'd need to 7-zip or rar those 18GB backups into smaller 4.35GB chunks, and burn that shit then format and reinstall pristine OS. I recommend you try Win7 RC1, its good. Win7 RC1 is kinda like Vista, but made faster, more userfriendly and more polished.
If you keep putting it off, the inevitable task will only grow bigger.
