I suspect this "general populace" you speak of doesn't have a good perspective on how they've been influenced by modern "progressivism", and how most other cultures haven't had that same influence, so they don't see a need to mask their latent racism under a facade of political correctness.

Where I'm not correct is that in western society, we have actually become somewhat less racist due to the exposure we have to different races. A personal connection with someone of a different race goes a long way to breaking down those "us vs them" walls that act as a foundation for racism. It often takes a couple generations (americans aren't so racist towards the irish & italians anymore), but it seems to happen.

Homogeneous cultures are more ripe breeding grounds for racism.

Nah, protestant ftmp. English, German, Dutch, etc. Hell, at certain points in our history, if an official language had been declared, it almost certainly would have been German. Into the 60's there were still sizable ethnically German communities where the defacto langauge spoke was German.

The Irish and the Italians and Jews, in any notable numbers, came much later.
