require 100% public finance of campaigns, with fixed expenditure caps
mandate equal access substantive PSA advertising from all media outlets
institute mandatory nationally televised extended debate series under traditional cambridge rules and structure
establish government funded independent fact-checking group under either the DOJ or CBO
require standard judiciary oath ("tell the whole truth, nothing but...) at the outset from all candidates and prosecute obfuscation clearly identified by above independent fact-checking group as perjury
