japan spends 1% of its gdp on millitary expenditures, which is not particularly high compared to other countries.
As far as total $ amount.
U.S., China, Russia, UK, France, Japan, in that order, with japan spending 45 billion in 2004, the U.S. spending 440 billion in 2006 (estimate).
