You're presuming a lot of facts here. It could just be that some of Trump's underlings created this thing and Trump just put his name on it. It could be that his involvement in TU was just him watching a sales pitch and agreeing to lend his name to the project. It could be that it started out as a legitimate enterprise before some rogue actor took it over. It could be that the thing is totally legal and some dissatisfied customers are just dick-hurt about it.
What probably didn't happen though....is Trump probably didn't sit in a room and think, "I know people trying to start out in Real Estate are usually pretty broke. And I'm already filthy rich. But since I'm a billionaire and I'm bored, I'm going to defraud people for pennies"
