It's a syntax error. He used English syntax instead of German syntax.

If he wanted to say, "I am a Berliner (person from Berlin)," he should have said, "Ich bin Berliner." Then, Berliner is an adjective describing "I." By saying, "a Berliner," he's indicating that Berliner is a noun. Unfortunate for him that there's a popular donut in Germany called a Berliner. Comically hilarious for the rest of us.
