I can think of loads of movies where the first film is ok but the sequel is much better but not where the first is particularly bad. It's mostly franchises that are big enough they were always going to get a sequel.
I can also think of edgy opinions of mine on films like, Star Wars is bad, Empire Strikes Back is much better but is still bad.
