Since when are there handicapped checkout lanes? I don't understand the need for them?

They have one down here at the supermarket nearby that's attached to the Express Lane. If you're disabled, you get to walk up to the register and checkout instead of standing in line all the way in the back.

Usually this happens when someone "in a hurry" strolls up to the handicapped line and gets stared down by everyone in line but usually nothing is said.
