 Also note that it is possibly because of k-12 government involvement that k-12 completion has become the baseline standard for success in employment.  This is because virtually everybody does k-12 because the government pays for it and mostly mandates it, which results in people who don't complete it being sorted into low intelligence/ethic category.  The way it is now, people don't bear much of the cost of education directly, so education is chosen more and it is expected by employers to be chosen more.
