"High horse" implies that GatorJH thinks everyone else would steal the money and he thinks superior to all of them because he wouldn't steal it. I don't think that's what he meant. I imagine many, many people, if not a majority of people, would turn the money down as long as they were already comfortably well off.
When someone says he wouldn't steal a loaf of bread if his family were starving, then you can tell him to get off his high horse, because you can't afford to worry about morals when you're desperate to stay alive.
