I'm gonna sound like an asshole now: I don't think stars should reimburse the lost 13k, it is the responsibility of the player to secure his computer. Now, if the crackers had actually broken into the stars software then that's another thing completely.

With that said, there are obvious things that could be done by the poker sites. Blocking IP's from across the world is one of them. Secondary codes (ie from an electronic device or just a list of use-once codes) is another.

Btw, if you keep your account logged 24/7, it won't be possible for outsiders to access it, right?
