PM's sitting in outbox

I am trying to send out a few PM's and they have been showing in my outbox for a few hours now. They are not in the "Sent" box.

Do they sit in outbox until they are read, or is something not working with PM's right now?

And yes, I did hit submit.

Yes, I think they stay in the outbox until the recipient opens them.
