A flop raise turns your hand into a bluff, which still might be right. It's not a "where am I at" raise. The bitch of it is that he might peel light so you should probably follow-through a lot on the turn and before you know it we're playing for stacks... Perfectly reasonable way to play the hand though if you think he'll blink first or the river will sometimes go check, check, scoop.
