Default 25nl flopped 2p, What if this goes down differently?

Something's up with the converter, I winged it.

    PokerStars Game #16555819193: Hold'em No Limit ($0.10/$0.25) - 2008/04/07 - 13:35:20 (ET)
Table 'Klytia II' 9-max Seat #4 is the button
    Seat 1: 33cc ($14.25 in chips)
Seat 2: devr ($25 in chips)
Seat 4: sherritt ($29.25 in chips)
Seat 5: qwandogg ($11.85 in chips)
    Seat 6: Skype85 ($9.40 in chips)
Seat 7: trooperkilla ($24.75 in chips)
    Seat 8: GJ42 ($10.65 in chips)
    Seat 9: pis.joddo ($25 in chips)
    qwandogg: posts small blind $0.10
    Skype85: posts big blind $0.25
    *** HOLE CARDS ***
    Dealt to devr [:Jd: :Ts:]
    4 folds
    devr: raises $0.75 to $1
    1 fold
    qwandogg: calls $0.90
    Skype85: calls $0.75
    *** FLOP *** [:Jc: :Td: ]
    qwandogg: bets $0.25
    Skype85: calls $0.25
    devr: raises $2.50 to $2.75
    qwandogg: calls $2.50
    Skype85: folds
    *** TURN *** [:Jc: :Td: ] [:Qc:]
    qwandogg: checks
    devr: checks

    turn question:
Here, if that's Qd instead, do I bet? What about 2c? I think I usually still check back either way, but is that optimal? Can we pre-blocking bet and check behind on the river?

    *** RIVER *** [:Jc: :Td: :Qc:] []
    qwandogg: bets $0.50
    devr: calls $0.50

This one kinda pissed me off. Getting a million:1 on my money, I'm not folding here.

Since I checked the turn, I'm inviting a bluff on the river if the guy called has like T7 or KJ.

river question a:If this player wasn't this bad and bet more, how much can I call?

river question b:If he checks it to me, can I v-bet here? There's still a few hands that can call a v-bet.

    *** SHOW DOWN ***
qwandogg: shows [Qs Ah] (a pair of Queens)
devr: shows [Jd Ts] (two pair, Jacks and Tens)
    devr collected $9.30 from pot
    *** SUMMARY ***
    Total pot $9.75 | Rake $0.45
Board [Jc Td 8c Qc 3h]
Seat 1: 33cc folded before Flop (didn't bet)
Seat 2: devr showed [Jd Ts] and won ($9.30) with two pair, Jacks and Tens
Seat 4: sherritt (button) folded before Flop (didn't bet)
Seat 5: qwandogg (small blind) showed [Qs Ah] and lost with a pair of Queens
Seat 6: Skype85 (big blind) folded on the Flop
Seat 7: trooperkilla folded before Flop (didn't bet)
Seat 8: GJ42 folded before Flop (didn't bet)
Seat 9: pis.joddo folded before Flop (didn't bet)
    Check out my self-deprecation here!

Players are so passive I just check this down from the turn. You're almost always behind on the river, but call, make a note on how he played and move on. Calling small bets on the river will never be a big enough mistake to worry about. It sucks because if they have a good hand and you bet turn, he's going to min-raise you. Then what do you do?

Don't post results {I just looked at them now}:
even if he calls another bet with this hand it's the very bottom of his range so overall it's not eV, IMO.

soaking up ethanol, moving on up
played it well. Turn play looks like he wants to cr, so checking behind looks good. River, who knows? could have anything, from a nut flush trying to represent weakness through to AJ
He's betting like 1/16th of pot on the river = easy call.

    Nice hand sir.

My initial thought is to just commit on the flop, but I don't think it matters much. The money is going in if you turn a little better than pretty much the worst card in the deck.
