Default Floated flop, turned set, facing C/R from TAGG 50NL

Villain is 15/14/3.5 over 120 hands, 41 steal %, and 100% cbet flop. Have no history with him. My plan was to float flop and try to take away with a turn bet, but now I turned a set and confused about his C/R

    MP2 ($21.40)
    Hero (CO) ($51.10)
    Button ($51.20)
    SB ($45.20)

Preflop: Hero is CO with ,
