Hand 1, who knows. It kind of looks like another AK or AQ to me, as he easily could just be backing up his preflop raise with a bet on the flop once rags hit. You'd have a lot more information if you re-raised preflop. As is, he could have any hand worth raising preflop.
Hand 2, you may have pot odds to call this one, but this one really depends more on the player. If he's really tight, you can pin him on AA or KK. If not, he could have AK, QQ, JJ, maybe TT. I'd call / reraise without a read on him, partly because he's a small stack, and its just about 3x what you already put in to call his all in.
