Is this really an example of good implied odds?

Hero is roughly 16/1 to flop 2 pair/trips/straight/flush
Hero needs 1.50 to call and Villian has a stack of 19.65 + rest of pot giving him implied odds of 14.5/1 assuming he can stack him and assuming he gets heads up with the villian. There are still two callers behind who could come along with better hands or reraise/push.

Given possible callers behind and that you won't stack him everytime...especially when you only hit two pair and could end up counterfeited and other scenarios...this seems -EV to me.
