Mid Pokkit Pairs for value (and not for sets)

I'm having troubles with 77, 88, 99 when I don't plop a set. Opp is a weaker player and his flop bet seems weak.

1. Flop raise too weak right?
2. Given that he calls my plop raise and checks the turn, should I bet on the undercard?

If I raise a bet on one street and my opponent checks on the next, I'll always throw out a strong bet.

the thing is this is how i like to play kk or jj to extract some value, although eggs like this line when holing AJ, QJ etc.
