Basically, yes, people signed up and the "leader" would pair people up based on level and game. Once the pairings were made, the people who signed up were responsible for contacting their partner and exchanging contact info through PMs. Most people would export HH sessions of approx 50-100 hands each from PT, and e-mail them to their partner, who would go through them and comment on the hands.
Things I would watch for in particular were missed opportunities to pick up blinds/limpers, and line checks. Seeing a whole table session can give you a different perspective than posting a single HH does. You can get a feel for who the tools at the table are, and why you pick on one player but not another, etc.
This would go back and forth over the length of the pairings (2 weeks), for as many sessions as you and your partner could fit in. An average for me was 3-4 sessions for a total of approx 200 hands. Comments on all hands weren't necessary, just the ones where preflop decisions weren't obvious, etc. I also found it constructive to point out where someone played well IMO, that helps the confidence a lot.
Another thing that came out of the sessions were opportunites to sweat each other if possible. That only happened a couple of times, but was very helpful.
Things that hurt:
Partners who did not return your PM
Partners who could not find time to review your HHs
People would sign up for one session but couldn't for another, eventually the number of people who signed up dropped off.
