No I don't CY he couldn't have played a set like this. If he's willing to let a flush draw for cheap on the flop with a straight, then he's probably willing to let a flush or straight draw cheap on flop.

Even if he's been tilted towards NIT due to a cooler, I don't see why a set is all that unlikely.
