No comment on the HH, but if I'm OOP in a raised pot, I tend to bet out unless it's something like top set or MAYBE middle set on an uncoordinated board.
In raised pots, I usually bet out fairly weak with hope that the guy who holds TPTK or an raises. If/when this happens at 25NL, the rest is easy (push against his raise, assuming that it's a "reasonable" push; also possible to push the turn) as very few players at this level can drop an overpair.
Generally I don't make PSBs so you may want to tailor your bet size to the situation.
