Very weak. I see what you're saying. Someone who's 38/3 rarely takes the lead. They're usually what I call "literal" bettors. I think one can get carried away with that notion in spots like this however, as people are still capable of doing random shit all the time.

Put villain on a pair smaller than yours, and raise the turn to $3ish. Let him call with 44, 55, 77, 99, TT, XXc. If he raises all in you fold obv.
It's not what's inside that counts. Have you seen what's inside?
Internal organs. And they're getting uglier by the minute.

He is short-stacking $10NL which deserves no respect. His betting out is probably a middle pair and a flush draw; 1% of the time it is an 8.

Raise the flop to $1.20 and call a shove (it's like $2 more). If he calls the flop put him in on the turn.

imo because your hand is unlikely to improve you are better raising early should be better. Also there are a lot of cards that make yours look horrible. I think I've made the mistake of not raising that weak flop bet before and then felt horrible on the turn. Its also a lot cheaper to raise the flop and find out where you are than raising the turn for the same information.

raise the flop. u smooth called the flop making it easy for villain to fire again with a small pair putting u on overs. turn is a brick i can never see myself folding here. im at least calling.
