He called the flop bet, meaning he either is not scared of the queens (he has one), or has 2 diamonds and wants to catch his flush. 
 
He checks the turn behind Dale, not wanting to scare him off. 
 
He reraises on the river because he likes his hand.  Theres not many hands that go with this board for someone to like alot. 
 
I am pretty sure he has a queen/boat or flush.  Aces are no good here tho......... 
			
		 
	 
 You is confused.  A third queen comes on the river; I have made queens full of aces, the second nuts.  The ONLY thing that beats me there is the fourth queen in his hand. 
 
I could see him making this move with the flush (if he's dumb) or a pocket pair, tens up to kings.  Or with quad queens.  That's the real question.  His range of hands is slim, but I beat all but one of them.
