I've seen that play quite a bit. You hope someone gets top pair and you take a big pot from him. I've done it once or twice in the small blind when everyone folded to me.

The only time that type of passivity should be considered is extremely shorthanded at the end of a tournament.

I played one hand in a 5 max game where I raised preflop with 8-8, got reraised and I called. On the flop I hit my set, and bizarrely this guy was only check-calling my large bets. On the river he hits his set of aces and wins.
