I figure UTG has nothing or he would have bet on the flop, and that SB is bluffing or has a weak hand at best.

If SB spiked an 8 and bet it or plays mid/bottom pair weakly, I think he gives it up here.
If they are loose they might even call with overs or A6.
However, I would expect 78/89 2nd pair gssds to call your weakish raise.
