weird set hand, what is the correct river play?

Up until he raises the river I have him on a flush draw.

the options are:
1. play it ultra safe and just call his raise, in case he has ran some weird straight or rivered a higher set.

2. make a small raise back at him and maybe fold if he reraises all in.

3. push all in and extract maximum value from a badly played lower set or rivered two pair, but lose maximum value from the higher set or straight.

What is the right move?

Bet more near the pot on every street, this is a limped pot after all, it needs some fattening up. I would probably reraise here I think, 96/J9 of hearts is possible, but I take that chance and reraise to $100 here and call a push.
