Hand 1: Reraise preflop here, I wouldn't be getting tricky with potential callers behind. As played it's totally read dependant. He seems like a stupid lagtard to me so I'd probably push.
Hand 2: Check the turn, maybe call a river bet. Board isn't really draw heavy but if he is a wild man then you can assume a river bet is a stone cold bluff often enough to call.

Hand 1: reraise prf to isolate the fish, they will call with all sorts of crap. Also I would probably push over his last flop reraise instead of calling, because he seems like a bad like and could anything from toppair to a draw.
