Should I have raised it more preflop?

Preflop I would usually just call when he reraises me. If you want to raise again, which I don't think you should, at least make it a decent one, something like $35.

If you're going to 4-bet pf, make a real raise, like to 30. Calling is fine too. Rest of the hand is standard.

Reads/stats really help in these kind of spots, you should try to provide them.
Another thing to note that will very often get overlooked in similar spots is what kind of player is theswede (caller in the middle)? Is he a tighty who's calling with a premium drawing hand (low/mid pairs, basically)? If so, I'd be much more inclined to put in a big 4-bet here. Probably to like 35ish, maybe a tad more, with the intention of pushing the vast majority of flops. If he doesn't need much of anything to call on the button, I'd be more likely to just call and let him hang himself if he wants.
In any case, the minimum reraise (I think that's what it is, this style of HH always confuses me) is pretty terrible because it basically puts your hand face up on the table, and he is correct in calling you preflop. You're not getting enough money in. Basically, in this spot, you want to call for deception or, if you're going to put in a reraise, you need to bomb it.
