Opp is 28/8/2. He has been trying to be aggressive at the table, but turns into a calling station when met with resistance. He will raise/reraise when he believes he has the best of it.

Here are my thoughts. Don't read if this could taint your answer.
His preflop call means any A, pair or broadways as far as I'm concearned.
When he calls the flop, I give about 5% chance that he flopped a flush. When the turn brings the Ah, I am relieved.
I bet the turn, and he does not raise me. This to me tells me that he does not have the Kh or Qh due to his previous actions. Can he be getting tricky? I just can't see it due to previous hands.
River brings the last heart. 3 hearts beat me. I don't see him holding one so I value bet. He pushes and I puke.
I'm getting 3.78:1. With my reasonings and reads from before this is a must call, is it not?

Exactly...why raise when you are putting all the money in for him anyway?
exactly what i was trying to say. he has no reason to reraise on the turn because you are continually putting in decent sized bets OOP and building the pot for him. this is why he waits until the river. he knows either way you will bet and he will raise, or you will check behind and he can put out a nice value bet.
