When I've seen this sort of thing at 10NL it's usually someone being goofy with a big pair or a stone cold bluff.
Deciding between the two would depend on whether I'd seen him do this kind of thing before, how many times and what happened at showdown (if it's gone that far).
Without that info, I'm folding.

I think I probably do. If he has JJ+ he *should* be re-raising pre-flop. This smells of 66-99 where he thinks he's ahead but doesn't want to risk any scare cards coming.
If he was a tagg of a good lagg I would probably fold. With these stats, I have to assume he is a donk, and therefore free moneyz ftw.
