Villain is 18/13/1 but seems to think that when he plays a hand he's going to win it, and hence I have seen him overvalue his hand. His line makes no sense to me. Surely a set raises, even if he is pretty passive? The river call is meuugh, the bet sizing is meuugh. I just can't put him on a hand.
I've just changed to full tilt and am not having a great run at the moment. People here just do not fold to c-bets, continually float/ bluff and any sign of weakness, so I'm really having to second barrel more to not get pushed out of pots.

So you led out on the flop and on the turn?
Ok, here are my thoughts
1. Call pre-flop
2. As played, make it $20 on the flop
3. Check the turn.

I don't think villain is floating twice in a reraised pot with crap. This is a really bad board to put him to the test on.

What about a little different line like:
call preflop
check call flop
checkraise all in turn.
You have a pair plus a flush draw and you can really put him on the test here. It is a hyperaggressive line. The problem is that it is a scary board to do that so you might play it passively and hope to hit that backdoor flush.
Just an idea.

I really want to c/c the turn because ur draw has too much implied odds.
