Yeah I agree with what has already been said. The limp call isn't ideal I'd rather you raise small pairs preflop as it disguises it much better when you flop a set. On the flop the slow play is bad in this situation as you have 3 opponents and all are showing interest in this drawy flop. Raise the flop to a minimum of 6+, as played raise the turn strong. The goal should be to get all your money in the middle asap.

I personally don't advocate raising in EP with pp's to players at 25nl.

Raise flop, get it in somewhere.

When I was at 25nl last month (17k hands) i raised every pp in every position and overall All my paired hands were big winners. Even if I only counted 1010 and lower or even 99 and lower they were winners. I don't know how this looks over a larger sample but I think it helps disguise your sets better and you can still win the pot post flop with a c bet (which I did probably around 60%+). I can see the argument in not doing it as your in many more marginal situations post flop but I will say that it did work for me.

Please take into consideration that without raising they would very likely be big winners as well, because your sets will get paid off a lot anyways.

Wether to raise them preflop in the lower stakes or not, I dont know really. It could very well make only a marginal difference in the long run at those stakes.
You're not raising as much for FE and/or initiative for FE on later streets and more just building a pot to win more when you hit. These are all very general assumptions though and the importance of one or another changes a lot per table.
