Good spot to bluff river? 50NL

Villain is 15/12/3 over 7k+ hands. A reg who I play with fairly often. I think majority of his range are PPs here. He sees me as a nit and not someone who can actually bluff here. Is bluffing here okay? What about my bet sizing on river?

i like it more when the turn is an offsuit 4, and the river is 7
very hard for opp to put us on anything but rivered boat, since we would play 2nd pair this way a lot, and people rarely bluff in these spots

I don't believe your holding 99, and I can't place you on a 4/7 or quads either. The size isnt much either so I probably call with a 9 or almost any pp since I'm also unable to put you on TT+ which largely leaves unpaired high cards in you range. I don't know of I have the stones for it at 50nl but I'd like to say I'd call with AQ+ too.

Why is your preflop raise 1.43, not 1.50?

Why would you not bet 9/1010+ on the turn if they're rarely folding the turn on this card with worse. He might fold some pairs though depending on how you play against him but IDK
