Not sure what to make of villain's line, it really confused me.
I thought I was ahead on the flop and on the turn, then he shoves a blank river and I'm not so sure anymore.
I thought he might have had a busted club draw, maybe TT and all kinds of air.
Should I call here?

I'd call. But I have no idea how to formulate a range here, he could have anything including lots of air. I'm pretty sure there's enough air in there to warrant a call when you're getting 3-1.

I would fold, this line is weird and makes no sense but I don't think ppl are bluffing here. This is based on the reads and description you provided.
Nothing you provided really speaks to him being a big maniac... if he's actually a crazy spewfest maniac then this is a snap call. He seems loose for sure, but mostly loose passive by your description.
I mean you said it yourself, he doesn't go aggro till he hits.
