Nice hand, I would play it the same. He could be testing you on the flop with a pocket pair 66-QQ, depending on how much he's seen you C-bet. A set is also a good part of his range since he's passive.

A flush draw isn't that likely in a head-up pot, a bet makes perfect sense IMO, he wants value against an overpair, assuming he has a set.
