Hand 1: make it half a PSB on the turn to keep the pot small, then probably c/c the river, or c/f depending on reads, and his bet size, but probably the c/f option.

Hand 2: Dick measuring contests with maniacs are -ev. I'd have 4-bet him preflop. Guys like this have it in them to shove in on that turn with overcards or wotnot, quite apart from the fact he might have a hand.
