I probably fold the the flop c/r since all turn cards > 2 suck. Although, since it's a m/r, and some "decent" players do this with any two on a non-high card flop - I am not opposed to seeing what he does on the turn.

Since he checks, he probably has bupkis.... And river bet probably wants a call, so I guess raise it.
