is it possible that he's trying to get a cheap showdown with a dumb hand like A8 and he just wanted to make it past your first continuation bet? It's hard to fire another continuation bet from out of position with a board like that, so he might just be playing position really well. It's either that or he is baiting you into going over him hard. without a read on the player it's hard to put him on AK, but I really doubt he has 2pr or his turn bet would have been higher. It's those soft turn bets where the questions really come out!
In answer to your question... it depends...

occasionally I re-raise and sometimes I just call PF. Just to alter my play. Flop bet is mandatory IMO. Turn is a lot harder. With reads this would naturally be easier but now.. ugh. I think I would also check but that doesnt really give you any info. He could be betting with anything here.. To find out how much he really likes his hand I would perhaps bet 2/3 of the pot or so. If he still calls I would play the river really carefully. If he re-raises you big I wouldnt take my chanses here and would fold..
But I have to say I really have doubts about the small, under 1/3 pot turn bet of his, that doesnt really make sense to anything else but for KQ=straight.. or it is just a weak attempt to steal.
