Im in the raising turn camp. I dont think a loose/passive will be bet folding any decent draw, pair/draw here. This would make it easier to take his stack by the river as well. He will probably never put you on an eight either coz "ZOMG he 3b pre and would def bet top pair", ( i think this is what fish think like). I dont mind turn overbet shove either. Loose passive's will probably have a decent opening range UTG+1 as well so he might have 99 1010 type of hands here as well which he might convince himself to call a shove.
