I'm quite the noob so excuse my ignorance but ill give this a try and please correct me if im wrong"

First I hate playing big hands in unraised pots (cuz a min raise is not a raise in my book) but as how the hand was played you have to put him on a set if hes a decent player and would make your flush 35% of the time.

Now if he slowplayed an overpair (wich i tink is doubtfull) you make your hand by the river 51.2% of the time having what I believe is 14 outs (9 diamonds, 2 jacks, 3 tens).

And If hes on tptk (wich would be a really bad push on his part) you still have 12 outs for 45%.

Thus said, I am perplexed on the action to take; I'll let the more experienced folks here guide me trough.

this should be the easiest call you'll ever have to make.

To answer your initial question, after raising to 10$ I'd never ever fold in this spot, so yes I'd get it all in as played.
when the vpip's are high and the value bets are like razors, who can be safe?

I don't like the UTG open-limp. This hand plays easier if you raise.

I have been playing with mixing in 3xBB raises. So maybe throw out a smaller pre-flop raise. Switching back and forth from 3-4 seems to keep people on edge.

I like raising it UTG too. I'd rather fold than limp.
