He should have raised more pre flop from the big blind with JJ with so many limpers. So i guess he's kinda a fish probably thinks his hand is too great and wants lots of action...

On the other hand, you're flop bet looks a little strange. You're OOP and you're betting the pot and then some, kinda looks like you're trying to buy it. I would probably make that call with JJ there. On the turn...I'd probably give you credit for having the queen and being an underdog. So now he's lookin at 10 outs, and a 3/4ths or so pot sized bet. I don't think he expects you to fold to a 4$ raise into a 21$ pot at this point, so his all in is kind of pointless.

In summary: His pre flop play is bad, his flop play i think is ok, his turn play is bad.
